Dr. Singh is the immediate past president of the American Society of Civil Engineers–Environmental Water Resources Institute (ASCE–EWRI) and vice president of CH2M HILL. A career employee with CH2M HILL, Dr. Singh joined the firm as a water resources engineer in 1974, and, during his tenure, his work on the feasibility of deep-well disposal of treated wastewater effluent was the basis for implementing the largest deep-well injection facility in the world. During the last two decades he has served as program manager on the Environmental Protection Agency’s largest hazardous-waste management contracts in the Southwest. Dr. Singh has also served on the industry advisory board for the University of Southern California’s Department of Civil and Environmental Engineering (2001–2007). He is the recipient of the Hazardous Waste Management Award from the Water Environment Federation, the Outstanding Engineering Manager Award from ASCE, and the Outstanding Achievement Award from EWRI.

The primary professional objective of this delegation is to dialogue with our Russian counterparts on topics of mutual interest regarding the technical expertise and public policy associated with the planning, design, construction, and operation of environmentally sound and sustainable infrastructure impacting air, land, and water resources. Delegates will discuss best practices, emerging approaches, and research needs in advancing the knowledge and improving the understanding of relevant sciences in order to improving the practice of engineering.

Topics of discussion

The following subjects are of particular interest to this delegation and will be further refined to incorporate the interests and expertise of the individual delegates:

  • Water-quantity management: interbasin transfer, flood control, drainage systems, rain water utilization, storm water management, source water protection, and point and nonpoint pollution control
  • Water and wastewater treatment technology: innovative treatment methods, potable-water quality standards, optimizing performance of drinking water, and wastewater treatment plants
  • Solid and hazardous waste management strategies and practices
  • Water resources management: master planning, regulatory issues, water rights and water pricing, and ecological aspects of watershed management
  • Reducing industrial consumption and pollution of water resources
  • Sustainable practices in environmental and water resources management, including low impact development
  • Sanitary-sewer overflow control strategy
  • Academic curricula in environmental and water-resources programs that meet the needs of society
  • Certification programs for environmental and water resources professionals
